Ok. What happened here? Andy noticed this rowboat overturned a few days ago. It is still locked up. Could it have been the wind? What do you think?

I think it was wind - or - maybe a repair was being made to the boat's bottom...but wouldn't Andy know about that? Hmmm...we need a dectective - know anyone?
